The importance of a compliance matrix

Non-compliant or partially answered questions are the leading cause of bid disqualifications in UK public procurement. A compliance matrix provides a single pane of glass ensuring 100% coverage of buyer requirements.

Recommended matrix schema
  • Ref ID: Unique requirement reference matching the tender schedule (e.g., SQ-04.2 / Q3_Quality).
  • Buyer Requirement: Exact verbatim wording from the specification.
  • Response Type: Scored Quality / Mandatory Pass-Fail / Information Only.
  • Owner: Assigned bid author or subject matter expert.
  • Linked Evidence: Verified documents cited from the Evidence Vault.
  • Status: Not Started > Drafting > Peer Review > Approved.
Completion criteria

A requirement row must not be marked Approved until all three conditions are satisfied:

  1. The narrative directly answers every sub-question and complies with word/character counts.
  2. All factual claims cite active documents in the Evidence Vault.
  3. The designated peer reviewer has completed a rubric evaluation.
